 An Act to Reform Student Advocacy

PURPOSE: To abolish the position of Legislative Advocacy Officer and to transfer the Officer’s duties and responsibilities to the ASUM Campus President. In addition, this act will designate the ASUM Campus President as an ex-officio member of the MSA Executive Cabinet.
WHEREAS, the student body currently employs two student positions with closely aligning duties and job descriptions; AND
WHEREAS, this represents a misuse of funds; AND
WHEREAS,in response to the constant need for political advocacy, it is known that the University of Missouri requires a coordinated student-led effort between the Associated Students of the University of Missouri and the Missouri Students Association to properly represent the students of this campus on the local, state, and national levels.
WHEREAS, ASUM and MSA are most effective when working in close collaboration, as evidenced in the past 2 years by the “More For Less” campaign, the “Let Your Vote Roar” voter registration drive, and the “Kill The Bill” event; AND
WHEREAS, a position on the MSA Executive Cabinet ensures close collaboration between ASUM and MSA; AND
WHEREAS, the ASUM Campus President should be given adequate time to prepare for Missouri’s legislative session which commences in January; AND
WHEREAS, the cooperation and consolidation of organizations and positions will assist to create an engaged and responsive student body that can make their voice heard in local, state, and federal politics.

THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION HERE ASSEMBLED that the MSA Bylaws be amended as follows upon passage of this act:

1.30 APPOINTMENTS – It shall be the responsibility of the President to make the following appointments.
(A) JUDICIAL APPOINTMENTS – the President shall appoint student(s) to become Justice(s) in the event of a vacancy in the Student Court.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).
(B) PRESIDENTIAL ASSISTANT APPOINTMENT – The President shall appoint a person as an assistant to the President who shall serve in a capacity of Chief of Staff.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).
(1) REQUIREMENTS – The Chief of Staff shall maintain a 2.2 cumulative GPA for the duration of his/her term.
(C) SECRETARY OF AUXILIARIES – The President shall appoint a person as an assistant to the President who shall serve in a capacity of Auxiliary liaison.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).
(1) REQUIREMENTS – The Secretary of Auxiliaries shall maintain a 2.2 cumulative GPA for the duration of his/her term.
(E) LEGISLATIVE ADVOCACY OFFICER – The President shall appoint a person as an assistant to the President who shall serve in a capacity of Legislative Advocacy Officer. Any such appointment shall be subject to the approval of the Senate Operations Committee and full Senate (Chapter II).
(D) LEGISLATIVE ADVOCACY OFFICER – The president shall appoint a person as an assistant to the President who shall serve in capacity of Legislative Advocacy Officer. Any such appointment shall be subject to the approval of the Senate Operations Committee and Full Senate (Chapter II).
(1)  REQUIREMENTS – The Legislative Advocacy Officer shall maintain a 2.2 cumulative GPA for       the duration of his/her term.
(D)  ASUM CAMPUS PRESIDENT — The ASUM Campus President shall be a member of the Executive Cabinet in an ex officio capacity.
(E) DEPARTMENT DIRECTOR – The President shall appoint one student to each of the executive Departments to serve as Director.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).
(1) REQUIREMENTS – The Directors shall maintain a 2.2 cumulative GPA for the duration of their term.
(2) SPECIAL REQUIREMENTS – The Director of Student Activities must have been a member of the Department of Student Activities for at least one complete semester before becoming eligible to be hired.

1.40 EXECUTIVE CABINET – The executive cabinet, under the direction of the President shall maintain proper operation of the executive branch.
(A) MEMBERSHIP – The executive cabinet shall consist of the President, Vice President, Chief of Staff, Secretary of Auxiliaries, Legislative Advocacy Officer,ASUM Campus President and the directors of each executive department.
(B) DUTIES AND RESPONSIBILITIES – The executive cabinet shall set the internal policy, goals, and duties of the executive branch.

6.80 THE ASSOCIATED STUDENTS OF THE UNIVERSITY OF MISSOURI
(A) PURPOSE: The Associated Students of the University of Missouri (ASUM) shall serve as a student lobbying group representing the interests of students throughout the UM-system.
(B) ELECTION OF UM-COLUMBIA BOARD:
(i) Elections of ASUM officers will be formally held at Full Senate meeting as vacancies arise.
(ii) ASUM officers are elected by a majority of Senators present and voting.
(C) GOOD FAITH CLAUSE: The Association shall work in good faith with the ASUM Board of Directors, Executive Director, Legislative Director, Assistant Legislative Director and all Legislative Assistants on:
(i) AssisitngAssisting ASUM with issues brought to the Association through the student body;
(ii) Serving as an important student voice in ASUM’s policy making and lobbying efforts for the Columbia campus;
(iii) Coordinating lobbying efforts dealing withconcerningthe University Administration on the Columbia campus, the UM-system as a whole, and the State and National Legislatures
(iv) Any Other relevant activities or issues mandated by the Senate or voiced by the student body.

8.10 EXECUTIVE OFFICERS – All officers that fall under the Executive Branch of the association shall be outlined below.
(A) PRESIDENT – The President shall serve as the head of the Executive Branch and shall supervise in conjunction with the Vice President all officers within the Executive Branch.
(1) APPOINTMENT – The President is elected by the students of the university.
(2) SUPERVISOR(S) – The President is not supervised by any officer within the association.
(3) OVERSEES – The President directs all officers within the Executive Branch in conjunction with the Vice President.
(B) VICE PRESIDENT – The Vice President shall supervise in conjunction with the President all officers within the Executive Branch.
(1) APPOINTMENT – The Vice President is elected by the students of the university.
(2) SUPERVISOR(S) – The Vice President is not supervised by any officer within the association.
(3) OVERSEES – The Vice President directs all officers within the Executive Branch in conjunction with the President.
(C) CHIEF OF STAFF – The Chief of Staff shall serve as an assistant to the President and Vice President and his/her duties shall be assigned by the President and Vice President.
(1) APPOINTMENT – The Chief of Staff is appointed by the President and approved by the Senate (Chapter I).
(2) SUPERVISOR(S) – The Chief of Staff is supervised by the President and Vice President.
(D) SECRETARY OF AUXILIARIES – The Secretary of Auxiliaries shall serve as a liaison to between the auxiliaries of the association and the President and Vice President
(1) APPOINTMENT – The Secretary of Auxiliaries is appointed by the President and approved by the Senate (Chapter I).
(2) SUPERVISOR(S) – The Secretary of Auxiliaries is supervised by the President and Vice President.
(E) DEPARTMENT DIRECTORS – The Director of each Department shall serve as head of each respective Department within the Executive Branch.
(1) APPOINTMENT – The Directors are appointed by the President and approved by the Senate (Chapter I).
(2) SUPERVISOR(S) – The Directors are supervised by the President and Vice President.
(3) OVERSEES – The Directors shall oversee all members of their respective department.
        (F) LEGISLATIVE ADVOCACY OFFICER – The Legislative Advocacy Officer shall champion policies, both at the local and state level, that better the association.
(1) APPOINTMENT – The Legislative Advocacy Officer is appointed by the President and approved by the     Senate (Chapter I).
(2) SUPERVISOR(S) – The Legislative Advocacy Officer is supervised by the President and Vice President.
