<p style="text-align: center;"><strong>A RESOLUTION CALLING FOR CHANGES TO THE STUDENT CONDUCT COMMITTEE</strong></p>
<p><strong>PURPOSE:</strong> To call for changes to the Student Conduct Committee and recommend changes to its jurisdiction.</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee is composed of students and faculty; AND</p>
<p><strong>WHEREAS,</strong> these committee members are trained by the same individual responsible for prosecuting students brought before the committee; AND</p>
<p><strong>WHEREAS,</strong> this constitutes a clear conflict of interest on the part of the individual responsible for training the members of the committee and prosecuting the students; AND</p>
<p><strong>WHEREAS,</strong> the members of the committee are responsible for reviewing evidence and assessing responsibility for actions which could be criminal under law; AND</p>
<p><strong>WHEREAS,</strong> the personnel involved in the committee, whether professors, staff, or students, have no accredited training or displayed ability to perform an appropriate investigation; AND</p>
<p><strong>WHEREAS,</strong> the members of the committee are expected to perform this investigation in a parttime capacity without compensation; AND</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee as currently configured holds the power to expel students, cancel their scholarships and eligibility for financial aid; AND</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee meets in closed session not open to the public and thus is not accountable for its quality of process; AND</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee has in the past arrived at a wholly different conclusion than professionals at the Columbia Police Department; AND</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee has demonstrated willingness to issue responsibility and assess punishment before the legal process has even decided whether to press charges; AND</p>
<p><strong>WHEREAS,</strong> students brought before the Student Conduct Committee are not guaranteed legal representation while defending themselves against criminal accusations; AND</p>
<p><strong>WHEREAS,</strong> the University of Missouri has no process by which a student, when found responsible of a crime by the committee and later not guilty of that same crime by a court of law, could be compensated for their expulsion or loss of financial aid; AND</p>
<p><strong>WHEREAS,</strong> the proper role of the Student Conduct Committee should be to assess punishment for violations of academic integrity and crimes for which the student has been found guilty in a court of law.</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that the Missouri Students Association calls into question the broad power, amateur nature, and limited accountability of the Student Conduct Committee in its current form and urges the Chancellor’s Office and all appropriate parties to make all necessary changes to the committee.</p>
<p><strong>BE IT ALSO RESOLVED</strong> that the Senate Speaker shall form a committee responsible that, working with the Office of Student Conduct and all appropriate parties, will address the questions raised in this legislation.</p>

<p style="text-align: center;"><strong>AN ACT TO GRANT PRIMARY COMMITTEE STATUS FOR CONTINGENCY AND RESERVE REQUESTS TO BUDGET COMMITTEE</strong></p>
<p><strong>PURPOSE:</strong> To amend Chapter 2.40.D.1 of the MSA Bylaws to give Budget Committee primary status on Contingency and Reserve Requests.</p>
<p><strong>WHEREAS:</strong> There is a clear contradiction in the MSA Bylaws such that Chapter 4.30.A already notes that all Contingency and Reserve Requests must be approved by the MSA Budget Committee while Chapter 2.40.D.1 instead gives this power to Operations Committee; AND</p>
<p><strong>WHEREAS:</strong> This year’s removal of the Student Fee Review Committee role for Budget Committee has left the Committee with a much more limited scope of involvement within MSA; AND</p>
<p><strong>WHEREAS:</strong> In order to correct for this year’s decrease in responsibility for Budget Committee, there should be a transfer of certain responsibilities from other Committees to Budget such that the workload between Committees will be more balanced; AND</p>
<p><strong>WHEREAS:</strong> Members of Budget Committee are the most familiar with current funding patterns within MSA and can more knowledgeably determine where funding might or might not be currently lacking; AND</p>
<p><strong>WHEREAS:</strong> Members of Budget Committee are often quite experienced with handling financial requests as many of the Committee members each year serve on other campus financial committees that make similar decisions, including but not limited to Student Fee Review Committee, Student Fee Capital Improvement Committee, and Student Organization Allocation Committee; AND</p>
<p><strong>WHEREAS:</strong> Budget Committee has the necessary time and resources to research and amend such requests to what they deem a more appropriate amount before a request goes to full Senate; AND</p>
<p><strong>WHEREAS:</strong> Any such request would still go to Operations Committee for Secondary Committee Status and would also have to be passed by the full MSA Senate to take effect.</p>
<p><strong>THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that Chapter 2.40 of the MSA Bylaws be amended as follows upon passage of this act:</p>
<p>2.40 ACTS AND RESOLUTIONS OF THE SENATE</p>
<p>(A) DEFINITIONS-For the purposes of procedure and debate, main motions of the Senate shall be divided into two groups: Acts and Resolutions.</p>
<p>(1) ACTS- All motions that force direct action within or by the Association shall be Acts. Acts shall include but are not limited to Bylaw amendments, proposed constitutional amendments, or initiatives, amendments to the Rules of the senate, agreements with other student organizations, the creation of ad hoc committees, internal and external allocations, expulsions and other similar matters. Acts must contain a summary of the bill and an execution clause. Execution clauses may be charged to, but is not limited to, members of the MSA Cabinet.</p>
<p>(2) RESOLUTIONS- Any motion that expresses the opinion of the student body shall be a resolution. Resolutions may contain an execution clause. The execution clause should specify who shall be in charge of communicating the resolution. Execution may be charged to, but is not limited to, members of the MSACabinet.</p>
<p>(B) INTRODUCTION AND CONSIDERATION OF ACTS</p>
<p>(1) PRINCIPAL SPONSORSHIP-All Acts must be principally sponsored in one or more of the followingways:</p>
<p>(a) Caucuses shall be allowed to sponsor Acts. Any Act introduced by a caucus must be signed by at least one member of the caucus.</p>
<p>(b) Committees, both standing and ad hoc, shall be allowed to sponsor Acts. Any Act introduced by a committee must be signed by at least one member of the committee. That member need not be the chair, but must be a member of the majority that supported the bill.</p>
<p>(c) Any two or more senators shall be allowed to sponsor an Act. Any Act introduced by senators shall include the signatures of at least two of the sponsors.</p>
<p>(d) The Speaker of the Senate and the Chairs of the various Committees shall be allowed to sponsor Acts in the same manner as other senators.</p>
<p>(e) The President and Vice-President shall be allowed to sponsor Acts, but the sponsorship of the President and Vice-President together shall not be sufficient to introduce the Act to the Senate for consideration. All Acts sponsored by the President or the Vice-President must also be sponsored by at least one of the other groups entitled to sponsor legislation. The signature of the President or the Vice-President shall appear on any Act sponsored by them.</p>
<p>(2) ELECTRONIC SIGNATURE DATABASE-The Clerks of the Senate shall keep on file, electronically, the signatures of the members of the Senate, and shall adhere to the following guidelines:</p>
<p>(a) The Clerks of the Senate shall hold sole access to the electronic signature database.</p>
<p>(b) The aforementioned signatures shall only be used for the purpose of adding a Senator’s name to a piece of legislation in sponsorship. (c) Each Senator must provide written consent for their electronic signature to be used on a given piece of legislation. A Senator can give consent for this purpose by giving a signed, written note, or by sending an email, to the Clerk of the Senate.</p>
<p>(d) A Senator may also give consent by signing the text of a piece of legislation for the purpose of sponsoring it. In that instance the Senator shall give their signature, printed name, and the committee on which they serve. That signed copy of the legislation shall then be given to the Clerk of the Senate so that those signing Senators may be added as Co-Sponsors of the legislation.</p>
<p>(e) Once a Senator’s signature is utilized, they shall be provided with a copy of the legislation for which their signature is on no later than at the subsequent meeting of their respective committee.</p>
<p>(3) SUBMISSION FOR CONSIDERATION-All Acts must be presented to the Speaker or the Clerk of the Senate at or before 12 p.m. on the Tuesday prior to the MSA Senate meeting in order to be placed on that MSA Senate meeting’s agenda. Acts shall be placed on the agenda in accordance with the Rules of Senate.</p>
<p>(4) COMMITTEE REVIEW – Acts shall be assigned by the Speaker to one primary committee. The primary committee shall be the committee whose charge is relevant to the act. Acts shall also be assigned to at least two other committees in the Senate.</p>
<p>(5) CONSIDERATION BY THE FULL SENATE-Procedures for approving Acts shall be defined in the Rules of Senate.</p>
<p>(C) INTRODUCTION AND CONSIDERATION OF RESOLUTIONS</p>
<p>(1) SPONSORSHIP-In order to be introduced to the Senate, all Resolutions must be sponsored in the same manner as Acts.</p>
<p>(2) SUBMISSION FOR CONSIDERATION-Resolutions must be submitted in writing to the Speaker or the Clerks by 12 p.m. on Tuesday in order to be considered at the committee meetings for that week.</p>
<p>(3) COMMITTEE REVIEW-Resolutions shall be assigned to at least two committees for review. Resolutions should be assigned to committees whose charge is relevant to the resolution. Such committees shall make recommendations on the resolutions in accordance with the Rules of Senate.</p>
<p>(4) CONSIDERATION BY THE FULL SENATE-Any properly submitted Resolution may be considered by the Senate at the meeting immediately following its submission. Procedures for approving Resolutions shall be defined in the Rules of Senate.</p>
<p>(D) SPECIAL LEGISLATION REQUIREMENTS</p>
<p>(1) All Contingency and Reserve requests shall be submitted to the BudgetCommittee.</p>
<p>(2) The Association Budget and any mini-budget shall submitted to the MSA Budget Committee for approval, and need not be submitted to other committees.</p>
<p>(3) Resolutions must be assigned to Committees whose charge is relevant to the content of the resolution.</p>
<p>(4) All appointments made by the Executive branch that require Senate approval must be referred to the Operations Committee. It is not necessary for such appointments to be referred to other committees.</p>
<p>(E) DISTRIBUTION</p>
<p>(1) In accordance with 2.95, all acts and resolutions shall be made available online within one business day of submission or by 2 p.m. on the Tuesday after the bill has been submitted, whichever comes first. Bills shall be sent by e-mail to all current Senators and posted to the official MSA Senate website and RSS feed.</p>
<p>(2) Each Senator, even those on committees that have not been assigned to vote on a particular bill, shall receive a physical copy of each newly submitted bill at each committee meeting.</p>

<p style="text-align: center;"><strong>AN ACT TO AMEND OFFICER SALARIES IN RESPONSE TO THE STATE MINIMUM WAGE INCREASES</strong></p>
<p><strong>PURPOSE:</strong> To amend Chapter 4.80 of the MSA Bylaws to keep them up to date with current minimum wage laws, so that MSA can maintain a competitive pay rate.</p>
<p><strong>WHEREAS:</strong> As of November 9, 2012, the Missouri Department of Labor plans to increase the state minimum wage for 2013, which will be $7.35/hr and will go into effect January 1, 2013; AND</p>
<p><strong>WHEREAS:</strong> The previous stipends of MSA officers were $0.10 higher than the previous minimum wage (of $7.25/hr) so that MSA may remain a competitive employer; AND</p>
<p><strong>WHEREAS:</strong> This act updates the current pay rates in response to the increase in minimum wage increases; AND</p>
<p><strong>WHEREAS:</strong> There is enough money in the wages budget to cover the changes without having to relocate money; AND</p>
<p><strong>WHEREAS:</strong> The stipend for the Legislative Advocacy Officer is now added to the Bylaws by this act as well.</p>
<p><strong>THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that Chapter 4.80 of the MSA Bylaws be amended as follows upon passage of this act:</p>
<p>4.80 OFFICER SALARIES/STIPENDS – All stipends/salaries for officers of the association shall be outlined below.</p>
<p>(A) PRESIDENT – $9.45/hr x 18 hrs/wk x 42 wks = $7,144.20</p>
<p>(B) VICE PRESIDENT – $8.95/hr x 18 hrs/wk x 42 wks = $6,766.20(C) SENATE SPEAKER – $8.95/hr x 16 hrs/wk x 42 wks = $6,014.40</p>
<p>(D) EXECUTIVE DIRECTORS (DSC, DSS, DSA) – $8.45/hr x 16 hrs/wk x 42 wks = $5,678.40</p>
<p>(E) STRIPES GENERAL MANAGER – $8.45/hr x 16 hrs/wk x 36 wks = $4,867.20</p>
<p>(F) KCOU GENERAL MANAGER – $8.45/hr x 16 hrs/wk x 32 wks = $4,326.40 (school year) + $8.45/hr x 8hrs/wk x 10 wks = $676 (summer)</p>
<p>(G) MUTV GENERAL MANAGER – $8.45/hr x 16 hrs/wk x 42 wks =$5,678.40</p>

<p><strong>WHEREAS,</strong> Massive Open Online Courses (MOOC) are designed to offer online courses, with large scale participation, and open access; AND</p>
<p><strong>WHEREAS,</strong> MOOC are aimed at “offering higher education that overcomes boundaries of geography, time, and money”; AND</p>
<p><strong>WHEREAS,</strong> MOOC do not award college credit for completion of courses; AND</p>
<p><strong>WHEREAS,</strong> MOOC do not affect the value of degrees offered by institutions of higher learnings; AND</p>
<p><strong>WHEREAS,</strong> anyone can sign up for a MOOC; AND</p>
<p><strong>WHEREAS,</strong> there are established and reputable MOOC offerings by COURSERA, EdX and Udacity; AND</p>
<p><strong>WHEREAS,</strong> as a land grant flagship university we should provide access to education to our global neighbors; AND</p>
<p><strong>WHEREAS,</strong> by participating in MOOC teachers gain experience in alternative teaching; AND</p>
<p><strong>WHEREAS,</strong> MOOC are no different than the school helping faculty develop online teaching techniques and skills; AND</p>
<p><strong>WHEREAS,</strong> anything that faculty gets involved in on behalf of the University, the school is obligated to provide sources of support; AND</p>
<p><strong>WHEREAS,</strong> the University of Missouri will be listed as a contributing partner to MOOC with schools along the lines of Harvard, Emory University, Duke, Princeton, Stanford, University of Virginia, and many more; AND</p>
<p><strong>WHEREAS,</strong> the participation of MU teachersin MOOC will not affect the cost of attending the University of Missouri; AND</p>
<p><strong>WHEREAS,</strong> this is a great opportunity for the global academic world to become further acquainted with the quality of the University of Missouri’s teachers and professors.</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENT ASSOCIATION</strong> that the Missouri Student Association supports the voluntary participation in Massive Open Online Courses by MU teachers and professors on behalf of the University of Missouri.</p>
<p><strong>THEREFORE BE IT FURTHER RESOLVED BY THE MISSOURI STUDENT ASSOCIATION</strong> that upon passage, a copy of this resolution be sent to the Faculty Council, Vice Provost, Vice Provost of Undergraduate Studies, Vice Provost of Graduate Studies and Department Chairs.</p>

<p style="text-align: center;"><strong>AN ACT TO ESTABLISH MIZZOU BIKE SHARE AS AN AUXILIARY OF THE MISSOURI STUDENTS ASSOCIATION</strong></p>
<p><strong>PURPOSE:</strong> To amend Chapter VII of the bylaws pertaining to the addition of a an auxiliary within the Executive Branch of the Association.</p>
<p><strong>WHEREAS,</strong> Mizzou Bike Share has been in operation since the second week of Fall Semester 2012 and has provided over 1,000 check-outs to students in that time; AND</p>
<p><strong>WHEREAS,</strong> utilization of the program has reached 90% of current capacity, indicating a high demand for the program; AND</p>
<p><strong>WHEREAS,</strong> a coalition of supporters helped get the program started, including: MSA/GPC, The Residence Halls Association, The Environmental Leadership Office, Missouri Student Unions, The Office of the Vice-Chancellor for Student Affairs, and MU Student Life; AND</p>
<p><strong>WHEREAS,</strong> Mizzou Bike Share has been and will be temporarily financially supported through the Fiscal Year 2013 by the Department of Student Services; AND</p>
<p><strong>WHEREAS,</strong> Mizzou Bike Share will be a permanent fixture of the Association, not a temporary project; AND</p>
<p><strong>WHEREAS,</strong> the establishment of Mizzou Bike Share as an auxiliary will ensure its continued success.</p>
<p><strong>THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that Chapter VII be amended to read as follows:</p>
<p>Bylaws of the Missouri Students Association</p>
<p>Chapter VII</p>
<p>7.00 CHAPTER SEVEN DEFINED – All duties, powers, and departments of the auxiliaries shall be placed in this chapter of the bylaws.</p>
<p>7.05 FUNDING – MSA shall fund auxiliaries entirely or provide joint funding with the Department of Student Life and Organization Resource Group to provide services to the student body.</p>
<p>7.10 ORGANIZATION – MSA/GPC shall have the authority to direct programming for all auxiliaries in cooperation with the Department of Student Life. The Department of Student Life shall supervise and assist in the pursuit of achieving programming goals set for auxiliaries.</p>
<p>7.15 MSA/GPC LOGO – All auxiliaries shall be required, if receiving funding from the association, to brand products with the MSA/GPC logo using the following guidelines.</p>
<p>(A) TEXT PROCEDURE – If a product is text based, the MSA/GPC Logo shall be placed at the bottom right corner of all publications and promotional material.</p>
<p>(B) AUDIO PROCEDURE – KCOU shall broadcast a ten second bumper at least once a day that announces KCOU as an MSA/GPC Auxiliary.</p>
<p>(1) KCOU in the event of an audio production that pertains directly to MSA/GPC shall announce the stations’ auxiliary status under MSA/GPC.</p>
<p>(C) VIDEO PROCEDURE – MUTV shall place the MSA/GPC logo on all original content or specialty content including advertising in the credits or where appropriate on the advertisement. The MSA/GPC logo shall not be placed on paid advertising and public service announcements.</p>
<p>7.20 STAFF SUPERVISED AUXILIARY – A staff supervised auxiliary shall be operated and overseen by the coordinator or advisor from the Department of Student Life.</p>
<p>(A) COORDINATOR/ADVISOR – A coordinator or advisor of an auxiliary shall be hired by the Department of Student Life and shall serve as the head of the auxiliary.</p>
<p>(B) DUTIES, RESPONSIBILITIES, AND POWERS – A coordinator or advisor shall report to his/her designated supervisor with the Department of Student Life and derive all instruction from him/her.</p>
<p>7.30 STUDENT SUPERVISED AUXILIARY – A student supervised auxiliary shall be operated by a general manager who is a student at the University. Student supervised auxiliaries shall be advised, overseen, and supervised by a designated advisor or coordinator from the Department of Student Life.</p>
<p>(A) GENERAL MANAGER – A general manager of an auxiliary shall be hired internally by the auxiliary amongst its members.</p>
<p>(B) REQUIREMENTS – A general manager must have been a member of the student supervised auxiliary for at least one complete semester before becoming eligible to be hired.</p>
<p>(B) DUTIES, RESPONSIBILITIES, AND POWERS – A general manager shall liaise with the Secretary of Auxiliaries and derive all instruction from him/her.</p>
<p>7.40 MSA/GPC BOX OFFICE – It shall be the duty of the MSA/GPC Box Office to provide a ticking service for all MSA/GPC events as well as community events. The MSA/GPC Box Office shall be a staff supervised auxiliary.</p>
<p>7.45 MSA/GPC TECH – It shall be the duty of MSA/GPC Tech to provide technical equipment and production support for MSA/GPC events and all other student organizations. MSA/GPC Tech shall be a staff supervised auxiliary.</p>
<p>7.50 CRAFT STUDIO – It shall be the duty of the Craft Studio to provide opportunities for students to explore arts and crafts in a casual and recreational environment. The Craft Studio shall be a staff supervised auxiliary.</p>
<p>7.55 RSVP CENTER – The duty of the Relationship and Sexual Violence Prevention Center shall be to provide students with a variety of educational material and resources to raise the overall awareness of sexual violence in an effort to halt the trends of rape and sexual violence. The RSVP Center shall be a staff supervised auxiliary.</p>
<p>7.60 STUDENT DESIGN CENTER – It shall be the duty of the Student Design Center to create professional graphic designs to be used as promotional material for MSA/GPC. The Student Design Center shall be a staff supervised auxiliary.</p>
<p>7.65 STUDENT LEGAL SERVICES – It shall be the duty of Student Legal Services to provide free legal education and consultation to students. Student Legal Services shall be a staff supervised auxiliary.</p>
<p>7.70 WEB DEVELOPMENT TEAM – It shall be the duty of the Web Development Team to assist MSA in web development programs. The Web Development Team shall be a staff supervised auxiliary.</p>
<p>7.75 KCOU – It shall be the duty of KCOU 88.1 FM to provide college radio station programming as well as providing necessary station operating training to the students of the University. KCOU shall be a student supervised auxiliary.</p>
<p>7.80 MUTV – It shall be the duty of MUTV 23 to provide television programming as well as necessary station operating training to students of the University. MUTV shall be a student supervised auxiliary.</p>
<p>7.85 STRIPES – It shall be the duty of STRIPES to provide students with a safe and confidential ride home during nights in which STRIPES is operating. STRIPES shall be a student supervised auxiliary.</p>
<p>7.90 TIGER PANTRY – It shall be the duty of Tiger Pantry to provide students, faculty, and staff at the University of Missouri with help acquiring food and additional services to help fight hunger. Tiger Pantry shall be a student supervised auxiliary.</p>
<p>7.95 MIZZOU BIKE SHARE – It shall be the duty of Mizzou Bike Share to provide a student-friendly, cost-effective, and sustainable transportation option for students. Mizzou Bike Share shall be a student supervised auxiliary.</p>

<p style="text-align: center;"><strong>A Resolution Supporting The Expansion Of The Student Code Of Conduct</strong></p>
<p><strong>Purpose:</strong> To support the changes to 200.010 of the Collected Rules and Regulations for the University of Missouri System.</p>
<p><strong>WHEREAS,</strong> the Student Code of Conduct identifies behavior that isn’t compatible with the University&#8217;s functioning as an educational institution; AND</p>
<p><strong>WHEREAS,</strong> students agree to uphold certain standards by enrolling at the university; AND</p>
<p><strong>WHEREAS,</strong> the offenses outlined below were not violations of student conduct until these changes were enacted; AND</p>
<p><strong>WHEREAS,</strong> threats of violence, non consensual sexual behavior, stalking, harassment, invasion of privacy, and participating in attempted or actual theft are now violations of the Student Code of Conduct; AND</p>
<p><strong>WHEREAS,</strong> non consensual sexual behavior is defined as &#8220;including but not limited to rape; sexual assault; non consensual sexual touching of the genitals, breast or anus of another person or the touching of another with one’s own genitals whether directly or through the clothing; or exposing one’s genitals to another under circumstances in which he or she should reasonably know that his or her conduct is likely to cause affront or alarm, or sexual harassment&#8221;; AND</p>
<p><strong>WHEREAS,</strong> stalking is defined as &#8220;&#8230;another by following or engaging in a course of conduct with no legitimate purpose that puts another person reasonably in fear for his or her safety or would cause a reasonable person under the circumstances to be frightened, intimidated or emotionally distressed&#8221;; AND</p>
<p><strong>WHEREAS,</strong> harassment is defined as &#8220;&#8230;engaging in a course of conduct directed at a specific person that serves no legitimate purpose that would cause a reasonable person under the circumstances to be frightened, intimidated, or emotionally distressed&#8221;; AND</p>
<p><strong>WHEREAS,</strong> invasion of privacy is defined as &#8220;&#8230;by photographing or recording (using electronic or other means) another person in a state of full or partial nudity in a place where one would have a reasonable expectation of privacy without that person’s consent, and distributing or transmitting that image without that person’s consent&#8221;; AND</p>
<p><strong>WHEREAS,</strong> these additions to the Student Code of Conduct uphold the excellence of conduct we, as students, expect from ourselves; AND</p>
<p><strong>WHEREAS,</strong> the Chancellor Standing Committee for Student Conduct is tasked with formally hearing cases that violate the Student Code of Conduct and can now levy sanctions if students are found responsible for these acts.</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENT ASSOCIATION SENATE</strong> that the Missouri Student Association support the changes to 200.010 of the Collected Rules and Regulations for the University of Missouri System.</p>
<p><strong>THEREFORE BE IT FURTHER RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that a copy of this Resolution be sent to the Senior Coordinator of Student Life, Director of Student Life, the Chancellor and the University of Missouri Board of Curators.</p>

<p><strong>PURPOSE:</strong> To show support of the changes to 200.020 of the Collected Rules and Regulations of the University of Missouri System</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee hears cases of alleged violations to the Student Code of Conduct; AND</p>
<p><strong>WHEREAS,</strong> the Student Conduct Committee has the authority to levy sanctions as severe as expulsion, suspension, and dismissal from the University; AND</p>
<p><strong>WHEREAS,</strong> it’s important that all of the involved parties have an opportunity to speak and make their case in Student Conduct Committee Hearings; AND</p>
<p><strong>WHEREAS,</strong> complainants in non consensual sexual behavior cases have not always had the same rights as the accused; AND</p>
<p><strong>WHEREAS,</strong> the new Rules of Procedure in Student Conduct Matters of the Collected Rules and Regulations for the University of Missouri System allow for complainants in non consensual sexual behavior cases to be afforded the “same rights” as the accused; AND</p>
<p><strong>WHEREAS,</strong> the new rights granted to the complainants are: making an opening statement, presenting evidence, questioning the accused (through the Committee’s chair), questioning witnesses of the accused, rebuttal of information presented by the University or the accused, petition for review, and appeal to the Chancellor.</p>
<p><strong>WHEREAS,</strong> all of the rights granted to the complainants are: being present at the Student Conduct Hearing Committee meeting, having an advisor or counselor present at the Committee’s hearing, questioning the accused (through the Committee’s chair), presenting evidence to the Committee, making opening statements to the Committee, a petition for review, appeal to the Chancellor, and rebuttal of evidence presented by the University or the accused.</p>
<p><strong>WHEREAS,</strong> it’s important for members of the Student Conduct Committee to know as much information as possible when determining the responsibility of the accused and levying sanctions against the accused; AND</p>
<p><strong>WHEREAS,</strong> expanding the rights of the complainants better helps members of the Student Conduct Committee make fair, just and accurate decisions; AND</p>
<p><strong>WHEREAS,</strong> expanding the rights of the complainants make the Student Conduct Committee hearing process more fair; AND</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that the Missouri Students Association supports the changes to 200.020 of the Collected Rules and Regulations of the University of Missouri System.</p>

<p><strong>PURPOSE:</strong> To provide the required sum of money for the Missouri Students Association to send two Craft Studio coordinators to a craft conference.</p>
<p><strong>WHEREAS,</strong> the Craft Studio operates in a “mid-Missouri bubble” where museums are at least two hours away and the local art scene is limited; AND</p>
<p><strong>WHEREAS,</strong> it is difficult for the Craft Studio to connect with other people who run similar studios; AND</p>
<p><strong>WHEREAS,</strong> attending a national conference would broaden the outlook of attendees; AND</p>
<p><strong>WHEREAS,</strong> the Craft Studio has never had a budget for travel and conferences; AND</p>
<p><strong>WHEREAS,</strong> the current Craft Studio coordinators have never attended a conference while working at the University of Missouri; AND</p>
<p><strong>WHEREAS,</strong> it is important for the Craft Studio leadership to stay up-to-date on new techniques and current trends; AND</p>
<p><strong>WHEREAS,</strong> the Craftcation conference has educational sessions about crafting and improving small businesses; AND</p>
<p><strong>WHEREAS,</strong> the conference focuses on improving marketing and social media efforts for small businesses; AND</p>
<p><strong>WHEREAS,</strong> making connections with other people in the field will benefit the Craft Studio in many ways; AND</p>
<p><strong>WHEREAS,</strong> the Contingency and Reserve Account currently sits at approximately $27,175.</p>
<p><strong>THEREFORE, BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that $2,500.00 be transferred from the Contingency and Reserve Account to the Missouri Students Association account to send two Craft Studio coordinators to the Craftcation conference in March 2013.</p>

<p style="text-align: center;"><strong>A RESOLUTION TO SUPPORT THE ASSOCIATION’S 2013 LEGISLATIVE PLATFORM</strong></p>
<p><strong>PURPOSE:</strong> To endorse the goals and initiatives of the Missouri Students Association 2013 Legislative Platform.</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform makes retaining state funding of $400.3 million dollars for UM System core operations in Fiscal Year 2014 its number one priority; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform supports additional core funding requests of $17.6 million by the UM System to be used, among other initiatives, to provide an annual merit and inflation increase for faculty and staff salaries and benefits; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform recognizes the gap in STEM graduates and the growing demand for such professionals, resolving to support the UM System’s request for $55.2 million in additional funding to invest in STEM education expansion; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform supports the UM System’s request for $10.3 million in additional recurring funding to support Phase II of the Caring for Missourians program; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform urges lawmakers to appropriate matching funds for capital improvement projects at the University of Missouri which have private donor support as part of the recently passed 50/50 capital matching program; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform encourages lawmakers to take advantage of Missouri’s AAA bond rating in order to support a new bond initiative for capital projects at the University of Missouri; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform dictates the Legislative Advocacy Officer work to protect funding for state financial aid programs, including, but not limited to, the Access Missouri and Bright Flight programs; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform supports ASUM efforts to afford a vote to a student representative to the Board of Curators; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform dictates the Legislative Advocacy Officer work to ensure tenants are not taken advantage of by landlords through undocumented security deposit withholdings or delayed maintenance repairs to property which doesn’t meet Columbia code; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform supports the active engagement of the student representatives to Columbia City Council members and the Mayor in relationship-building efforts; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform supports the Campus and Community Relations Committee efforts to make Columbia buildings more accessible.; AND</p>
<p><strong>WHEREAS,</strong> the Missouri Students Association 2013 Legislative Platform demands the Legislative Advocacy Officer work to ensure the restoration of dilapidated streets under the jurisdiction of the city of Columbia such as Curtis Lane and Anthony Street.</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that the goals and initiatives laid out in the Missouri Students Association 2013 Legislative Platform should be pursued by the Legislative Advocacy Officer and supporting members of the Association.</p>

<p style="text-align: center;"><strong>A RESOLUTION SUPPORTING THE IMPLEMENTATION OF MORE EFFICIENT ACCESSIBILITY OF ALL ESTABLISHMENTS DOWNTOWN</strong></p>
<p><strong>PURPOSE:</strong> To encourage the Missouri Students Association to support the expansion of accessibly downtown for people with disabilities, in particular accommodations for the vision-impaired and individuals who use wheelchairs.</p>
<p><strong>WHEREAS,</strong> There is a three step process in place that fails to deliver accountability of businesses and business owners; AND</p>
<p><strong>WHEREAS,</strong> The city of Columbia has not produced physical evidence in compliance with accessibility doctrines; AND</p>
<p><strong>WHEREAS,</strong> we believe this problem is easily remedied by demanding a more inclusive environment in downtown Columbia.</p>
<p><strong>THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE</strong> that the Missouri Students Association supports the implementation of more efficient accessibility of all establishments downtown.</p>
<p><strong>BE IT FURTHER RESOLVED</strong> that a copy of this resolution, if passed, will be given to city officials and business owners whose establishments are not currently accessible.</p>
