62-02 AN ACT CALLING FOR A STUDENT REFERENDUM IN THE FALL ELECTION FOR THE CONTINUATION OF THE SUSTAINABILITY FEE

PURPOSE: To present members of the Association with the opportunity to renew our support and prioritization of sustainability at the University of Missouri through the continuation of the Student Activity Fee for Sustainability.

WHEREAS, the University of Missouri recognizes that campus sustainability is a holistic enterprise, requiring collaborate efforts from all academic departments, campus operations, and students; AND,

WHEREAS, the Department of Student Engagement, under the Division of Student Affairs, has created the Office of Sustainability to serve as an essential advocate and organizer for sustainable collaboration across our campus; AND,

WHEREAS, the Missouri Students Association, through the adoption of Senate Bill 60-08, endorsed the transfer of the Office of Sustainability from the Division of Operations to the Division of Student Affairs to support the strategic collaboration between students and staff on program initiatives; AND,

WHEREAS, the Student Activities fee for Sustainability, assessed at $1.87 per academic term, is a vital investment in the University of Missouri’s efforts to understand its environmental impact and create a conscious community surrounding; AND,

WHEREAS, the Office of Sustainability, along with the student program Sustain Mizzou, have jointly begun to shift our campus culture through managing campus composting initiatives, the Bike Resource Center, Campus Farmers’ Market, and Earth Month; AND,

WHEREAS, the Missouri Students Association with the passage of Senate Bill 57-16 and subsequential referendum in the Fall of 2017 rejected permanency for Sustainability Fee and decided that in the Fall of 2022, the members of the Association shall reconsider our fiscal endorsement for Sustainability.

THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION THAT the following language is to be presented to all undergraduate members of the University of Missouri – Columbia concerning the retention of the Sustainability Fee in the MSA Fall General Election:

“Do you approve the continuation of the Sustainability Fee?

Currently assessed at $1.87 per student per semester, the Sustainability Fee funds Sustain Mizzou (formerly known as the “Environmental Leadership Office” and “The Sustainability Office) whose mission is to collaborate with MU students and Campus Facilities to provide support, resources, education, and leadership opportunities. Sustain Mizzou provides and manages campus composting initiatives, the Bike Resource Center (free daily bike repair), and events such as the Campus Farmer’s Market, Earth Month, E-waste drives, film screenings, and other sustainability-focused events. These programs and services empower students to get involved and take meaningful action to address environmental issues on campus and beyond.”

“The Sustainability student fee at the University of Missouri at Columbia is set to expire every 6 years and requires a student vote to continue. The Sustainability fee, like all student fees, is reviewed yearly by the Student Fee Review Committee – a committee comprising of MU students.

Shall the students of the University of Missouri at Columbia adopt the Sustainability student fee as permanent? If this initiative fails, the fee will be re-introduced in 6 years (2028) to the student body.”
